UPPER HOUSE REFORM.
PROPOSED COMMITTEE Of INQUIRY (By Telegraph.—Parliamentary IJeporter.) WELLINGTON, this day. The Hon. Samuel moved the following amendment to the second reading of the Council Reform Rill to-day: "That a committee he appointed to take into consideration the circumstances, powers, and procedure of the Council, with a view to suggesting any amendments or alterations in the constitution of the Council, or otherwise, as such committee may deem expedient, and to have power to call for persons and papers and report in three weeks. The committee to consist of nine persons, to be selected by resolntion of the Council." The amendment will be seconded by Hon. J. D. Ormond, who is regarded as chief spokesman in the Council of life members. Feeling among the Councillors sounded is that the amendment has a good chance of being carried.
