Scottish action on the Welsh Bill was an absolute breach of those arti.-le=. snd wn- not an action which hi-tory would judge honr-urablp. Thn bill iniiihr temporarily under ti" Parliampm Act, but churchmen would never submit to it until the question had been fairly and squarely submitted to the electors of Wales and England.
