VESTMENT OF LANDS AND CONTHOI. FULL PAYMENT FIRST XECESSARY. A communication came before the Harbour Board this afternoon from the General Manager of Railways in reference to the issue cif the certificate in
connection with the Board assuming con- ! trol of the Manukau Harbour and the wharves. The following wire had been previously received on the subject:— "Although Department agreea-ble accept purchase money in .instalments, the land cannot he vested or certificates given that the purchase money ha.? been paid into public account. Has Board considered this aspect, and wi'l they take control without certificate?"' TJip letter stared that as far as could be seen there was no means by which trie land could be vested in the Board, or the certificate of title issued until the linal }>ayment of the purchase money was made. He was not aware of the exact powers of the Board in legard to lands not actually vested in tho Board, but if there were any other moans by which the Board could assume control, tho Department would ba propyl >d to consider any suggestion made.
