NOT •WANTED IN ALBANIA. STRONG ARMY BEHIND HIM. (Received 10.5 a.m.) LONDON, April 2S. The Albanian delegates to Europe state that Essad Pasha's proclamation of himself as King is the result of intrigue between Montenegro and Servia, fomented by the Young Turks. The Albanians desired a European prince. - Essad Pasha has 40,000 troops at his command, including 10,000 under Djavid Pasha (commander of the Southern Macedonian Turkish army). Djavid Pasha becomes Kssad's Minister of War. The limi! storming of Scutari was a farce. Essad Pasha surrendered after making a regular compact with King Nicholas, whereby the latter was to obtain Scutari, and Essad was to take the remainder of Central and Northern Albania and Belgrade. By virtue of the Essad-Nicholas alliajice, Montenegro keeps Tarabosch Ridge and Boyiraa ValU-y, while the town of Scutari becomes Albanian. The fact that Essad has a great following among the Albanian tribes assures the success of his plans.
