WASHIXGTOX, April 2S. In the House of Representatives Congressman Sisson said that if as an alternative Japan demanded from California war or submission, he favoured war. An alien population within the borders of the Unitied States would prove a continual menace, and the only course was to prevent them gaining a" hold on the country. Rather than admit Japanese lie would spend the last drop of American blood and impoverish the country for a hundred generations. American farmers were unable to live against Japanese competition.
