SAILORS' QUARREL.

MALTA, February 24. A statement made by some Maltese boatmen has resulted in the arrest of two bluejackets named Payne and Woodcock, belonging to the cruiser Royal Arthur' on ac harge of throwing an artilleryman named Hourigan overboard. The latter was drowned.

The latter admit that they had a quarrel -with Hooligan, who they say -was drunk and fell overboard.
