The driver, rider, or person in charge of any motor on any of the said roads shall, on the request of any person driving, riding, or having charge of a restive horse, aud coming towards or p>lng the same way as the motor, or on such person holding up his hand as a signal for that purpose, cause such motor to stop and to remain stationary, and shall stop the engine thereof until snch person with tlie horse or vehicle which he is so riding, driving or in charge of shall have passed or removed to the rear of the motor. 6. No driver or person In charge of a motor, when on any of the raid roads, shall cause or permit or allow such motor to be driven or operated or to remain or stand on the said road so as to obstruct or Interfere with the traffle tKereon. 6. No person shall drive, operate or attempt to drive or operate a motor on any of the snld ro.ids unless he is a person competent to drive or operate the same and competent to drive and control its use and move7. No person or bailee having the possession or use of a motor while on any of the said roads shall permit any person to drive or operate or attempt to drive or operate the same unless such last-mentioned person Is competent to drive or operate the same. 5. No person driving or in charge of a motor when on any of the said ronds shall leave or quit such motor without having taken due precautions against the starting or being starred in his absence. 9.
