GERMANY'S AIRFLEET.
ARMY DEVELOPMENTS. MORE MONEY WANTED. BERLIN, December 16. The "Xorth German Gazette" foreshadows fresh army expenditure, mainly in the development of an air fleet and the creation of new cavalry divisions, with an increase of horses and a light howitzer regiment for each division. The newspapers view with mixed sentiments the prospects of new taxation to meet the fresh demands. Some of the papers declare that friction exists between the Secretary to the Treasury and the War Minister.
