THe dissatisfaction among Territorials at Masterton, owing to the appointment as lientenan-t of an officer without suitshle qualifications, seems to have been we fl founded, but the Defence authorities at headquarters explain that the trouble arose through an error in a "Gazette" announcement. TThc individual whose claims were alleged to }iave been specially favoured because of H"-h social -position, should, it seems, have been gazetted simply as second lieutenant on probation, subject to passing examination. The official announcement which caused so much resentment mentioned his rank as lieutenant.
