ONE IN SPIRIT.
CANADIAN AND AUSTRALIAN SCHEMES. MELBOURNE, December 10. The "Argus" says: "Memorable in thr history of the Bmpire will be fche scene in the Canadian House oi Commons when Mr. Borden declared Canada's naval policy. The offer marks an important I forward step iii closer co-operation between the Motherland and the Dominions in Imperial defence. Although Canada's immediate policy differs from ours in form, they are essentially one in spirit. More notable from the Imperial standpoint than Canada's generous offer is the Motherland's concession of the principle that such help must mean ultimate partnership in determining the foreign, policy of the Empire. Sooner or later the fifteen million white British subjects of the Outer Empire will have a proportionate voice in regulstdng the international relations and external defence ar- • rangements of the Empire." , The "Argus" suggests Senator Pearce.. i Minister for Defence, as a suitable man ■ to represent Australia on the Defence Council.
