RIGHTS OF THE ALLIES.
IN THE TERMS OF PEACE. SERVIA WTLL HAVE A PABT. AN AUSTRIAN PROPOSAL. (Received 11.13 a.m.) VIENNA. November 7. The Servians resent Austrian warnings against encroachment in Albania. They are determined to have an Adriatic port. Servia does not fear the difficulty ol satisfying Austrian railway interests. The Austrian Foreign Affairs Committee is discussing the situation. Speakers suggested the possibility of an international arrangement to permit the common use , of the Balkan railways and harbours to meet the commercial needs of the various hinterlands. A representative of the Vienna "Neuos W?iner Tagblatt" had an interview with King Nicholas of Montenegro, who declared that the Allies would settle their affairs aiome. but their victories would not make them forget to accommodate their wishes to the general European situation.
Hilma Pasha is urging Austria to u-e her inrluenop with the Powers in the direction of peace.
In an interview he said that the situation in Turkey was hopeless owing to her unprpparedness in entering upon the war.
The mobilisation, he said, was badly carried out, and was hampered by the Tripolitan war.
Thr Emperor Francis Joseph, in aJdressing the Hungarian Delegations, stated that at a 6tting moment tie Government would be ready to act with the Powers in the restoration of peace.
During tlie confusion over the sinking of the Turkish battleship Feth-i-Buland the Turks fired on a Turkish schooner, killing several of the crew.
