The British cruiser Weymouth has arrived at the Bosphorus. The embassies have addressed the Porto asking for permission for the passage of a second warship each through the Dardanelles. SECOND APPEAL TO POWERS. FRANCE WXLL NOT MEDIATE. PARIS, November 6. The Turkish Ambassador has renewed the request for mediation by the Powers. M.
