WHOSE WAS THE VOICE?
'PHONE CALL FROM WHITE HOUSE. , NEW YORK, October 10. Giving evidence to-day before the Senate Committee that is investigating the question of campaign contributions, exSenator Scott said that in October, 1904, he was at the Republican headquarters in New York when a telephone call came from White House. Whoever it was that rang up asked. "What is this trouble about Higgins? 1 that he may be defeated in the election for the governorship of New York." Witness told the speaker that Higgins was in danger, as the State Committee could not suppiy the necessary funds to ensure his election. The voice at the other end then said: "Harriman is coming to see mc, and I will see if I cant raise funds to help Higgins." Mr. Scott said that the Committee would have to decide as to who owned the voice. His own impression at the time of the conversation" was that he was talking to President Roosevelt, but he might have been mistaken. Judge Robert Lovett, who was next examined, said he knew of the visit that the late Mr. Edward Harriman made to Washington. The latter itold him tkat the National Republican Committee was in a hole, and that it ow*d the State Committee £40,000. Mr. Harriman further stated that the President wanted him to help the Committee o lit of its difficulty, and added: "I have got to do it."
