FRENCH NAVAL POWDER.
A WORKMEN'S MEMORIAL. (Received 10.40 a.m.) PARIS, September 30. Tlie Federation of Workmen employed at the Government powder works have issued a memorial asserting that there arc still 800,000 kilogrammes of old powder in stock. The memorial protests against the possible adoption of nitroglycerine, which has a most deteriorating effect on guns.
