EXPEDITING CONSTRUCTION. THE BItAHE TO RETURN. (Received 9.15 a.m.) SYDNEY, this day. The flagship Drake returns to England in January in order that her crew may be available to the Admiralty before a crew is supplied for the cruiser Melbourne to leave England in January. It is understood that the Admiral is not returning to England but flies hie flag at Admiralty House or on another cruiser.

Sir George H. Reid advises that the Admiralty is endeavouring to expedite the construction of the Commonwealth cruiser Melbourne, which will probably be ready in December, and the Sydney possibly before May. There is little hope of the Australia being ready before May.
