I Shevket Pasha resigned the Ministry for War because the artillery refused to fight the Albanians. ' The Albanian revolt is threatening to j develop into a general movement against j the Government and the Committee of Union and Progress. i Further, the Italian war is still drag ring on, and discontent and intrigue are ,\ridely prevalent in Constantinople. Shevket Pasha failed to purge the army of politicians.
