CAUSES OF THE FRICTION. ■ GROUPS OF CHAUVINISTS. BEGUN, June 27. Replies by prominent Germans to the statements by Mr. A. J. Balfour and other Englishmen, recently published in the journal "Nord and Sad," generally attribute the root of the trouble to English envy of Germany's prosperity and Germany's growing competition. The manager of the Deutsche Bank attributes the misunderstanding to a small group of Chauvinists in both countries, whose clamour drowns the voice of the -responsible majority.
