Eden addressed a meeting of ratepayers at St. Alban's 'Hall last evening, sm connection with the proposal to rassc a loan of for the p_rp CSP of estabhshing a water supply service for the portion of the borough outside _re present water area. There were uresent, on the platform, Councillors E. H-' PotteT, W. Jones, D. Meikle. H. Scabrook, J. W. Shackelford, and Mr. S. Gray (clerk). Mt. Nicholson stated thai the council had no wish to coerce the ratepayers into adopting the proposal, that was a: matter for the residents themselves. l-eFertheless, the eoancil was only doing its duty in giving the -ratepayers an opportunity to secure a good water supply, and the'meetin. had been called co that those who desdred to do so might inquire fully into the matter before recording their vote _ the poll to be taken on the question. Under the existing conditions the majority of the ratepayers outside the water area had to make their own arrangements in regard to a supply, while a few on the borders were supplied from the council's mains at double ratee. If the proposed loan were raised, the ratepayers outside the area would | have a supply in their right at the same rates as held for those benefiting under the present system. It was proposed to spend „_.oCO of the loan immediately, and to keep the _._,OOO balance for use in the event of future settlement. The value of the -property in the district affected was £7,00_, there were 277 properties, and 130 houses. The average rat__le value of the houses was _ 35. The rate on the present supply w_s taken at 5 per cent on the annual value. and other charges tn-ought the annual average expenditure per ratepayer up to about £3 5/. If the loan . were raised, water could be supplied under the same conditions, and as settlement progressed and the total values increased, the rate would be automatically reduced. Mr. Nicholson answered several questions, and the meeting terminated.
