BUT XOT AT EXPENSE OF STAFF. * Asked for his opinion this morning concerning the changes of policy in the administration of the Railway Department, as indicated by the utterances of the new Minister for Railways, Mr. W. A. Veitch, M.P., who, as is well known, has been associated all his life with railKay matters, remarked that be had not yet gone into Mr. flyers' proposals sufficiently to enable him to "rive a definite expression of opinion upon them. "I quite agrer with Mr. Myers that a great many improvements are needed, though I would not be prepared to -criticise or to express approval of his proposals unril I see how they are going to be put into operation," said the member for Wanganui, adding, "Whatever Mr. Myers proposes to do I sincerely hope that li he is going to make any fresh arrangements, involving extra expenditure he will see to it that such expenditure is defrayed in some way other than by drawing upon the service conditions of the staff, which has undoubtedly been the practice during the Millar regime.'*
