(To the Pdltnr) Sir, —Only the nation that subscribes' its ! loans, mines its coal, rolls its steel, and constructs in its dockyards, with local labour, the necessary ships, can hope to ho I'd) its own in the Dreadnought race. England nnd the United States stand alone as countries that can entirely and without effort carry out such desiderata. France can finance and build, Germany and Austria construct, Italy can secure British credit provided she takes it out in British conl and steel; but England and the United States could, should they so choose, net such a paoe that, in points of expenditure, our possible assailants v>ould be hopelessly foundered. —I am, etc., H.J. |
