VIOLATION OF THE TREATY. 8.0 ajs.) PEKLN, March "20. Britain, America, France, and Germany have protested against the RussoBeTgian loan of a million sterling, signed on the. 14th inst, and ratified by the Nanking Assembly. The loan is to be a first charge on the Kalgan railway, and is described as violating the conditions embodied in lyotes previously exchanged between the president, the four nations, and the banks.
