STABLE GOVERNMENT WANTED. LOXDOX. December 15. In the House of Commons Sir Edward Grey, Foreign Minister, in concluding the debate on Foreign Affairs, stated that he had pointed out to Russia the importance of securing several reforms in Persia. These reforms, be said, included a stable Persian Government, the impossibility of reinstating the ex-Shah, the necessity of a strong financial adviser succeeding Colonel Shuster, the desirableness of Great Britain and Russia co-operating in facilitating a loan, and Russia ceasing to occupy the territory when the demands had been complied with. SHUSTER'S APPOINTMENTS. (Received 9 a.m.) LOXDOX, December 13. Sir Edward Grey, in the ‘House of Commons, said that Mr. Morgan Shuster's appointment of Britishers to civil posts in Persia was opposed to the spirit of the Anglo-Russian agreement. It was impossible to have two great nations embroiled by an individual, however good his intentions.
