RUSSIA'S ULTIMATUM.
EFFECT MAY BE SERIOUS. TEHERAN, December 1. The Mejliss (National Council) is holding a secret session to consider Russia s ultimatum demanding the dismissal of Mr. Morgan Sinister Persian Treasurer-General), the payment of Russian costs; and a guarantee that Europeans engaged in the Persian service must'be approved by the Russian and British Legations. LONDON, December I. In the House of Commons the Secretary for Foreign Affairs, Sir Edward Grey, dealing with the Persian situation, said that the effect of Russia's action may be very serious. No reflections were cast on Mr. Shuffler's energy or on his intentions, but his persistence in appointing British officials in North Persia made things impossible. The Government, added the Minister, was consulting Russia as to what was the best measure to adopt so that the Anglo-Russian agreement might remain unimpaired. Russia had assured Britain that her occupation of Persian territory would Be of a temporary nature.
