ELECTORAL BOUNDARIES.

WELLINGTON, this day. The result of the Representation Commisioners' work will probably be published in a special '"Gazette" to-day. As forecast in these colums three weeks ago, tbTe North Island gains only one new seat, and that new seat does not come with 50 miles of Auckland. The new electorate is to be called "Raglan," while the South Island loses "Taieri." The new electorate of "Raglan" is situated mostly in the Old Waikato constituency. It will also take in portions of Taumarunui, which lies to the south, and Tauranga (Mr. Herries' scattered constituency), which is to the east, running right over to the coast. The West Coast will be the western boundary of the new electorate, and it will include the towns of Raglan, Huntly, Ngaruawahia and Pukekohe. On its northern boundary it will abut on the Franklin electorate, now represented by Mr. Maesey. By this change, Mr. H. J. Greenslade, the member for Waikato, will completely lose his former distinction of representing one of the most scattered districts. When he first contested Waikato the task of making a tour of the constituency was lengthy, but the 1905 census made the constituency more compact, and it is now almost as closely packed as a suburban seat. When the Representation Commission commenced to carve up this seat after the present census it showed a population of nearly 18,000, which was further increased by the substantHl addition due in the way of a percentage allowed to country areas for the purpose of determining the quota. Taumarunui, which contributes substantially to the new electorate, has a population of 19,210, or 4000 in excess of the quota, without allowing for the rural percentage. The Southern seat to disappear is Taieri; it will be absorbed by the surrounding seats of Bruce, Clutha, and Tuapeka which will themselves He found to have undergone considerable change. ALTERED CONSTITUENCIES. THE NEW BOUNDARIES. SOME IMPORTANT CHANGES. (By Telegraph.—Press Association.) WELLINGTON, this day. Following are the proposed boundaries of electoral districts as gazetted. Written objections will be received to noon on September 13, and heard next day, for the North Island at Wellington, and for the South Island at Christchurch:

BAT OF ISLANDS. Bay of Islands district comprises the counties of Mangonui, YVhangaroa, Bay of Islands, whole of Hokianga County with the exception of Waipoua riding, and includes also those portions of Maunuwairua and Hikurangi ridings of Whangarei county, lying to the north of the Wairua river; also the whole of the Otonga riding, Hikurangi and Mania road districts, and Hikurangi town district. KAIPARA. Kaipara district comprises the existing Kaipara electoral district, also Waipoua riding of Hokianga Copnty, and that portion of Kumeu riding lying to the east of the M'aikoukou river, and north of Auckland-Helensville railway. MARSDEN. Marsdrn district comprises the existing Marsden electorate district, less portions now taken in by Bay of Islands electorate, and includes also Mahurangi, Puhoi and Warkworth Ridings, the Mahurangi East-road District, and Warkworth town district. This district also includes Mokohinau Lsland. WAITEMATA. Waitemata district comprises the existing Waitemata electoral district, less the portions now included in Marsden and Kaipara electoral districts hereinbefore described, and includes that portion of the Waitakerei riding lying to the north of the Auckland-Helensville railway. This district includes the following islands: Kawau, Great Barrier, Little Barrier, Motutekekete, Mouterakareka, Tiri Tiri, and bean Rock. EDEN. Eden district comprises the existing Eden electoral district, less that portion of the Waitakerei riding included in the Waitemata electoral district already described, less that portion of Mount Eden Borough .bounded on the east by Mount Eden-road, on the south by Valley-road, on the west by Sherborne-road, and en the north by View-road; also less that portion of Mount Eden Borough lying to the east of Mount Eden-road; less also that portion of Epsom Road District bounded towards the north generally by ALmorah-road, Seecombe's-road, and Buckland-road, towards the east by Epsom-road, towards the south by the southern boundary of the said road district, and towards the west by Mount Eden Borough; less also that portion of One-tree Hill Road district bounded on the north-east by the Great South-road on the south-east Try Market-road, and on the west by Epsom-road. AUCKLAND WEST. Auckland West district boundaries re main unchanged.

AUCKLAND CENTRAL Auckland Central district comprises the existing Auckland Central electoral district, and also includes that portion of the city of Auckland bounded towards the east -by Queen-street, towards the south generally fcy West-street, Pittstreet, Edwin-street, Montague-street, and Gundry-street; and towards the north-west generally by Karangahaporoad, AUCKLAND EAST. Auckland East district comprises the existing Auckland East electoral district, less that portion of the city of Auckland now included in Auckland Central electoral district, as hereinbefore described, and includes that portion of Grafton riding lying to the north of Alexandra-street, New North-road, and Brown-street. GREY LYlTir. G-rey Lynn district comprises the existing Grey Lynn electoral district, less that portion of Grafton riding now included in Auckland East electoral district as hereinbefore described, and includes that portion of Mount Eden Borough bounded towards the north by View-road, on the east by Mount, Edenroad, on the south by Valley-road, and on the west by Sherbourne-road. Manukau district comprises the whole of Taruaki riding, FJlerslie town district, borough of Onehunga, that portion of One-tree Hill road district, less the portion now included in the Parnell electoral district hereinbefore described, includes that portion of the Epsom road district bounded towards the north by Owen'sroad, towards the east by Epsora-road, towards the south by Whau riding, and towards the west by Mount Eden Borough; also that portion of Mount Eden Borough lying to the east or Mount Edenroad and south of Owen's-road. and also includes Mount Roskill road district, less that portion lying to the north of Mount Albert-road, and now included in the Eden electoral district hereinbefore described; also that portion of Otahuhu road district lying between Great Southroad and Tamaki river. This district also includes the following island's:—Rakino, Motutapu, Waiheke. Brown's, Motuihi, Pakatoa, Rotoroa. Ponui, and Pahiaki.

FRANKLIN. Franklin district comprises the whole of the Otahuhu riding of Manukau county, less that portion of the Otahuhu road district now included in the Manukau electoral district hereinbefore described ; includes also the following ridings in Manukau county: Howick, Papakura, Awitu, Waiuku, and the outlying portion of Maungatawhiri. the following road districts of Manukau county:—Mauku. Karaka, Opaheke, Paparata, Pokcno, and Mercer; also that portion of the Pukokohe Kast road district lying to the west of the Great and north of the road running t "irough sections 26, DO, 15, and 1? of Blocks XV. and XVI., Drury survey district. RAGLAN. Raglan district comprises the road districts in Manukau County of Pukekohe West, Maungatawhiri, and that portion of Pukekohe East Road district lying to the south of the road running through Sections 26, 30, 15 and 12, Blocks XV. and XVI. of Drury Purvey district, the whole of Raglan County with the exception of the Pirongia Riding of that County, the Kirikiriroa, Tamshere, and Cambridge Ridings of Waikato County, that portion of Newcastle Riding lying to the north of the coach road from Whatawhafca to Hamilton. The town districts of Huntly, Ngaruawahia, Pukekohe, and Raglan are included in this district. THAMES. Thames district comprises the Counties of Coromandel and Thames, Whangamarino Riding of Waikato County, Huntly Riding less Huntly Town district, and including that portion of Ohinemuri County lying to the west of Thames (or Waihou) River. This district also includes the Thames borough and the islands of Great Mercury, Cuvier, and Slipper. OHINEMURI. Ohinemuri district comprises that portion of Ohinemuri County lying to the east of Thames (or Waihou) River, that portion of Katikati riding of Tauranga County lying to the north of County road from Te Aroha to the mouth of the Terereatukahia stream, and running through Blocks I. and 11., Aongotete survey district, and that portion of Te Aroha riding of Piako County lying to the north of Blocks 11. and 11., Wairere Survey district. Te Aroha Borough is included in this district. WAIKATO. Waikaxo district comprises the whole of Waipa county, less that portion of Newcastle riding north of Coach-road, from Whatawhata to Hamilton, hereinbefore described, now included in Raglan electoral district* includes Maunga-

tautari and Putaruru ridings of Matamata county, that portion of West Taupo county within the existing Tauranga electoral district, Matakowhai and Kawhia ridings of Kawhia county, Pirongia riding of Raglan county, and includes part of Terau-a-moa riding of Waitomo county lying to the north generally of Otorohanga riding and Ngutunui-road leading to the village of Terau-a-moa. The town districts of Kihikihi, Te Awamutu, Leamington, Kawhia, Frank ton, and the boroughs of Hamilton and Cambridge are included in this district. TAURANGA. Tauranga district comprises the whole of Piako county, less that portion of Te Aroha riding now included in Ohinemuri electoral district hereinbefore described, includes ridings of Matamata, Taotaoroa and Patetere of Matamata county, the ridings of Te Puke, Wairaapu, Te Puna, and that part of Katikati riding not included in Ohinemuri electoral district hereinbefore described, that portion of Rotorua county lying to the west of Block XIV., Maketu survey district, Blocks 11. and VI. Kotoiti survey districts, thence skirting eastern shore of Lake Rotorua to northernmost corner of Ngapuna block, thence by north-eastern boundary of the said block to the old road, thence by that road to the town of Rotorua, as defined by the Rotorua Town Act, 1907, thence southeasterly and south-westerly by the south-eastern and south-western boundaries of the said town to Tangatarua, thence by right line due west to western boundary of Rotorua county. This district includes the borough of Tauranga, town of Rotorua-, and Motiti Island. BAY OF PX^NTY. Bay of Plenty district comprises the existing electoral district of Bay of Plenty, less that portion of Rotorua county now included in Tauranga electoral district, hereinbefore described, and also less that portion of Pututnki riding lying to west of Waipaoa River and north of Waikakariki "Stream and Okahuatiu No. 2 Block, and includes Maketu riding of Tauranga County. This district includes Opotiki town district. TACM AH.U NOT. Taumarunui district comprises ridings of Taharoa, Awaroa, Teknri, and Waiharakeke of Kawhia County, the whole of Awakino and Ohura Counties, the whole of Waitomo County, less that portion of Teraumoa riding now included in the electoral district of YVafkato, that portion of West Taupo County lying south-west of a right line drawn from Pureora to the mouth of the Waihora Stream, Waihi, Tikorangi, Urenui, and Mokau ridings of Clifton County, and that part of Ngatimaru riding already in the existing electoral district of Taumarunui. that portion of Wait?ra West Road district, lying to the west of Waitara River, including the village of Huirangi and north of the cross road to Mataitawa-road, thence by the existing Taranaki electoral district to Mahoe-tahi-road, and thence by that road to |ttave sea. SOME EFFECTS OF ALTERED BOUNDARIES. (By Telegraph.—Parliamentary Reporter.) WELLINGTON, this day. The results of the deliberations of the representation commissioners were published to-day in a special issue of the "Gazette." Briefly put the chief result is that the North Island gains one seat, to be known as "Kaglan" in the Auckland district, and the South Island loses one—Taieri and Tuapeka .being wiped out and replaced by a constituency to be known as Otago Central. Thus, if Commissioners adhere to their findings, tho North Island will have 42 seats and the South Island 34. The new seat of Raglan in the North Island comprises part of the old Waikato seat, and has absorbed the country from the west of Waikato river to the sea—part of old Franklin electorate. Franklin (represented by Mr. Massey) has decreased considerably m area., that part to the south of Waikato river having cone into Thames.

North Auckland constituencies, with the exception of Eden, are not much altered.

Manukau goes more into Eden County, and the new Franklin takes a portion of the old Manukau electorate south of Otahuhu town. Rangitikci, represented by Mr. Smith, 1 ha.s changed very considerably, taking IKaitieke and Warmarino Counties from Taumartinui electorate. From Wanganui river to West Taumarunui, the boundary is unchanged. (Osborne Electorate (represented by i Sir James Carroll) is considerably de- | creased in area, all that portion lying to I the south-west of Wairoa river having been now put into Hawke's Bay. I Rotorua has been shoved off the Bay I of Plenty, and goes into Tauranga. I There are no very big -changes in the .East Coast electorates of Wairarapa, ! Masterton, Pahiatua, Wnipawa, Hawke's j Bay, and Napier, except that Pahiatua has gone up a good deal further north into the old Waipawa electorate. Wairarapa is practically unchanged. Manawatu is in the same position. The same remark ar>plio# to Oroua. Palmerston North has lessened somewhat. Its area now embraces Fitzher j bert, a portion of the old Otald seat. i Wellington suburbs is now called Wellington Suburbs and County districts. I Tt has gone further north, and now includes Porirua and Pahautanui, which | means that hotels in these places will now be included in the "dry area," and closed in due time. The Auckland Central electorats is ex'tenaed to include that portion of the city bounded on the east by Queen-street, south generaJly by West-street, Pittstreet, Edwin-street. Montague-street, and Gundry-strert, and north-west generally by Karangahape-road. Auckland East loses the above, and gains from Grey Lynn that portion of Grafton riding lying north of Alexanderstreet, New North-road, and Srownstreet. Auckland West is unchanged. Grey Lynr. now includes that portion of Mt. Eden Borough bounded on the north by View-road, east by Mt. Edenroad, south by Valley-road, west by She rbourne-road. Eden loses considerably, and, in addition tothe portion gained by Grey Lynn, loses triat portion of the Waitakerei riding lying north of the Auekland-Helens-ville railway. It also loses to Parnell that portion of Mt. Eden Borough boui?*. Ed on the west by Mt Eden-road and Or? the south by Owen's-road. It has also lost that portion of the Epsom-road district bounded on the north" generally by Almorah-road, Seccombe's-road and Buc.kland-road, east by Epsom-rpad, south hy the southern boundary of the Epsom-road district, and west by the Mount Eden borough. It further loses that portion of the One-tree Hill-road district bounded north-east by the Great i South-road, south-east by Market-road, [and west by Epsom-road,

Parnell now comprise* the whole of Parnell riding, the borough* of Parnell and Newmarket, that portion of Mt. Eden Borough bounded on the west by Mt. Eden-road with Owerfs-road, that portion of the Epsom-road district lying west generally of Seccombe's-road, Buck-land-road. Epsom-road, and north of Owen's-road. It gains from Manukau •> portion of One-tree Hill district north of Fountain-street. Waitemata loses portions of the old electorate to Marsden and Kaipara electorates, and gains part of Waitaken riding from Eden. Ohinemuri has gained Te Aroha borough and riding, lost a portion of Ohinemuri County to Thames. The Thames electorate is nearly doubled in area, now running right across to Hnntly town district, and including the whole of the Hauraki Plains. FSANKLTS MUCH ALTERED. HUNTLY IX NEW ELECTORATE. (By Telegraph.—Parliamentary Reporter.) WELLINGTON, this day. Waikato does not include Hnntly as stated in early- message, -out includes the boroughs of Hamilton and Cambridge, and the town districts of Kihikihi, Te Awamutu, Leamington, Kawhia and Frankton. The new electorate of Raglan includes town districts of Huntly, Ngaruawabii, Pukekohe and Raglan. THE NEW ELECTORATE. ' The members who will mostly benefit by the creation of the new electorate are Messrs. W. Jennings, H. J. Greenslade, and W. H. Herries. Mr. Jennings, as member for Taumarunui, represented the largest and most unwieldy electorate in the Dominion. The last alteration of boundaries was responsible for vastly altering Mr. Jennings' old seat, Egmont, and the then new seat of Taumarunui took in much of the Robe Potae country, which up till that time Mr. Greenslade haj represented. Mr. Herries also, by the previous census, had a practically new Beat, ■ Tauranga and Bay of Plenty being t» all intents and purposes a new seat before the alteration of boundaries gave Mr. W. D. S. McDonald the chance of coming in for the Southern portion of the scat. Now Mr. Herries' seat is to be still further reduced in size. More than ordinary interest attached to the disposition of Huntly, as there was a fairly widespread belief that the altered boundaries would mean its inclusion in the Franklin electorate, represented by Mr. W. F. Massey. A MINISTER'S SEAT WIPED OTJT.

By wiping out Taieri, the Hon. T. Mackenzie, Minister of Agriculture, la for the third time In succession robbed of his seat by the Commissioners. The erasure of Taieri from the electoral map was a foregone conclusion, and the Minister, when in Auckland, two months ago, received a requisition that he should come North and seek election should his seat be wiped out. Now that the Commission has reported on its work, the Minister will no doubt make an announcement respecting which seat lie will seek election for. Taieri will be sorbed by Clutha, Bruce and Tuapeka, These three seats are represented by Oppositionists—Messrs. A. S. Malcolm, Jas. Allen, and R. Scott. NO NEW AUCKLAND SEAT. When the census returns were first announced, it was generally believed that the North would gain at least two, and possibly three seats over the South, since the North Island had increased in population by 56,000. Auckland province, moreover, had increased more rapidly than any other, the figures being:— 1911 1908. Increase* Auckland .. 364.520 211,233 63,297 Wollinrton . 199.094 179,868 19.226 Canterbury . 173.185 159.106 14,079 Otago 132,402 127,877 4,625 The quota was fixed at 15,168 per electorate, as against 13,000 odd last redistribution, and, furthermore, 28 per cent was allowed rural as against city seats, so that when the Commissioners worked the position out, it was found that the increase in population had been largely in the towns, and was accordingly negatived to a certain extent by the 28 per cent allowance in favour of country districts. Some surprise will be occasioned by th« fact that there is to be no new seat within the Greater Auckland boundaries, a number of gentlemen, including Messrs. W. J. Speight, G. J. Garland and T. I* Thompson having already announced their candidature should a new suburban Seat be created. Except for boundary alterations in Eden and Waitemata, th« electorates adjacent to Auckland city do not seem to have suffered vastly.

THE LICENSING ISSUE. HOW TE AEOHA IS AFFECTED. A PECUXJ-AR POSITION.

The inclusion of the town of Te Aroha in Ohiuemuri electorate, which is a "dry district" raises a very important question. Te Aroha at present possesses three line hotels, and under the change oi boundaries, there would seem to bo a strong possibility of these having to close, in conimou with tie other licensed houses, which existed ii the Ohiuemuri district, unless restoration is carried next election. The Act provides that where there has beer a revision of boundaries the question to be raised at the next licensing poll—restoration or continuance —will depend on how the greater portion of the electorate) voted at the last election. Therefore, as it is extremely unlikely that the population at the Te Aroha end will be greater than at the Wa:ihi end, To Aroha, despite the fact that it has always voted continuance, will next year have to vote for restoration, which means that a three-fifths majority will have to be secured to retain the three hotels which it already possesses. There is. it may be pointed out, no community of interest between Waihi and Te Aroha, the former bring a mining centre, and the latter a tourist resort. Provisions to apply on the alteration of boundaries of licensing districts read :is follows in Section C of Clause 12 of the Licensing Act: "If, when the first licensing poll is to be taken in the new district, the grant of licenses is, by reason of a former licensing poll, or by virtue of a proclamation, prohibiting the grant of licenses therein, prohibited throughout any area thereof containing more than half the population of the district, the poll shall he taken under section eight of thus Act, as if the jrrant of licenses was prohibited throughout the whole of the new district. CENTRAL OTAGO SEAT. ■REPLACES TAIEBI AND TUAPEKA. Tauranga loses To Aroha and Cambridge, and gains Rotoma. The Bay of Plenty has lost a portion of the Gisbome end, also Rotorua, but has been extended along the coast to Maketu, taking in a portion of Te Puke county. Part of the Taieri seat is included with Tnapeka, and the electorate is named Otago Central.
