TREATY WITH AMERICA.

* NEW YORK. April 1. Mr. Bryce (British Ambassador) 'and Mr. Knox (Secretary of Stat«i) are conferring at Washington with respect to the arbitration treaty, aud reasonable progress has been made.
A denial has been issued of the statement that Japan's alliance with Britain is likely to affect negotiations. It is hoped that the draft treaty will be ready for the Semite before the April session ends. ''
The treaty provides for arbitration in case of all treaty disputes, including questions of national honour. The arbitration machinery will be arranged by special agreements when the need arises.
