BIG RUSSIAN SCHEME. (Received 9.5 ajn.) 'ST. PETERSBURG, November 14. A syndicate of Russian bankers, with a capital of 35 millions sterling, with the approval of MM. Stolypin and Sazanoff, projects a railway across Persia from the Caucasus to Baluchistan, and is seeking British support.
