SEINE RISING RAPIDLY.
FURTHER FLOODS FEARED. PRECAUTIONARY MEASURES. PARIS, February 10. The Seine is rising at the rate of a foot daily, and the Government has ordered the immediate heightening of the parapets and the construction of dams at all the Parisian danger points. The streets of Passy and Av.teuil are again flooded. The Meuse is rising, and the low-lying country along its course is flooded. BERNE, February 10. The Swiss lakes are at their highest level, and an inundation is feared in Geneva.
