LONDON, January 4. •Speaking at Haddington last evening, JhePrime Minister (Mr. Asquith) affirmtd rcarding the defences that no Government had given more time and sustained thought thereto than the Liberals. Die Government had recognised to the faH the increasing risks to which Britain's naval supremacy was exposed, and did net hesitate to call for large Sacrifice fora substantial addition to the iaral expenditure, which was one of tie principal causes of the Budget. This jdditional sum was being better and more fruitfully expended than if it had been spent earlier. The position as regarded the navy, now and for the future years, for which they as an Administration ''fere responsible, was one of unassailable superiority.
