) HAGUE TRIBUNAL'S AWARD. j BOTH SIDES TO BLAME. (Received 8.2 a.m.) LA HAGUE, May 23. The Hague Arbitration Tribunal, to which the Casablanca incident was referred, has upheld the main points of the French position. The award strongly blamed the secretary of the Consulate for endeavouring to secure the embarkation of deserters c not of German nationality. The Consul- ' ate, UDdor the then prevailing eircum- . ~ J stances, was not entitled to protect de- . g I serters of German nationality; neverthe- , . I less, the French authorities were blamed j for not respecting, as iar as possible, , Germany's de facto protection of those f deserters, and for the threats with a ! revolver, and also for the ill-treatment of I a Moroccan attached to the Consulate. The "North German Gazette" now says that it remains for both governments to express mutual regret. The "Gazette" . adds that a very unpleasant incident has been closed by the award in a dignified manner, entirely satisfactory from the standpoint of international relations. ,
