BILL NO SETTLEMENT. PROGRESS OF THE MEASURE. (Received 8.8 a.m.) LONDON, November 26. Mr. Runciman's Education Bill came on for its second reading in the House of Commons to-day. The debate, which was spirited in tone, had not concluded when the House adjourned. Archbishop Bourne, Roman Catholic Primate of All Ireland,speaking on behalf of the Hierarchy, declared that Mr. Runciman's bill provkied no real settlement, of the difficulty. Mr. Chas. A. Cripps, K.C., VicarGeneral of Canterbury, has resigned his office as a protest against the Education compromise. Mr. Cripps holds office as Attorney - General to the Prince of Wales.
