WHITES ON THE RAND.

PREJUDICE AGAINST MANUAL LABOUR. PAUPERS INCREASING DAILY. PRETORIA, July 13. The Transvaal Commission appointed to study the question of indigency, finds that the number of poor whites is increasing daily, and is traceable to the prejudice :of the entire community against manual labour. The Commission believes that this also arises from the primitive agricultural conditions and the fixed idea that every countryman must own land. It recommends, inter alia, the establishment of a labour colony,-the exclusion of undesirables, and the prohibition ot Asiatic immigration.
