SOCIALISM'S ADVANCE.
THE NATION IN CUSTODY.
LEVELLING DOWN PROCESS.
LONDON, June 14. Lord Rosebery, in & speech as Chancellor of the University of Glasgow, said that everything was being done politically to swamp self-reliance, and make it superfluous and ridiculous. Scotsmen had thriven by self-reliance, and their motto was th- "level up" creed, and that of modern civilisation was the "level down." Let the Government have a finger in every pie, probing, propping, and disturbing here and there, and the result would be that the nation would be taken into custody by the State, and things were rapidly moving that way now. Lord Rosebery pleaded for the maintaining of the national qualities, which had meant so much to Scotland in the past.
