President Roosevelt, Mr. Elihu Root (Secre- ! tarv of State), and Mr. Andrew Carnegie ': spoke, and communications were received j from all the Presidents of the American i RepublicsTbe building is to cost a million dolI iars. Mr. Carnegie contributing threefourths of the amount. President Roosevelt remarked that al- ! though during the last century developj mentf had proceeded faster in North [ America than in South, he believed that ! I during the present century no part of the 1 world Would see such an extraordinary ' development of wealth, population, and ' prcsress as Mexico, Central and Soutfc America. Tho people of the United States, lit went on, regarded with profound satis faction the great growth that had al ready taken place there in political sta bility and material well-being. Mr Root'; recent tour was intended to show that tin citizens of the United States recogniset that tfieir interests were more closeh intertwined with those of the other Re publics of the American Continent thai t those of other nations.
