ANGLO-AMERICAN PENNY POSTAGE.

"The Daily Express states that the coming Budget will provide for penny postage between Great Britain and the Lnited States of America. i I A resolution passed by the Imperial ■ Conference last year read as follows:— ' "That in view of the social and political '■ advantages, and the material commercial i advantages to accrue from a system of international penny postage, this Confer- < ence recommends to His Majesty's Go- ) vernment the advisability, if and when < a suitable opportunity occurs, of approaching the Governments of other < States, members of the Universal Postal ' L'nion, in order to obtain further re- : ductions of postage rates, with a view to a more general, and. if possible, a universal adoption of the penny rate." Immediately after the earlier Postal , Congress at Rome, which decided against Universal Penny Postage, a. movement began in England in favour of a special agreement with the United States.
