HOW A RAPPROCHEMENT FAILED.
BERLIN, October 28. Count K. yon Moltke protested in Court that his friendship with Prince Philip of Eulenburg was above suspicion. He further declared that he had retired from the position of commandant with honour. Herr Harden, in a two hours' speech, which was a remarkable political and moral indictment against what he termed " the Eulenburg clique," emphasised that the Crown Prince had told the Kaiser one day about the current reports, and that Count Moltke had resigned the next day. Herr Harden declared that former Chancellors had tried and failed to eliminate Prince Philip of Eulenburg's influjenee. M. Lecomte, counsellor to the French Embassy, who was one of the Eulenburg clique, had, Herr Harden stated, tried to arrange a meeting between the Kaiser and the French President, on the pietext that | reconciliation was possible. The Kaiser spent an hour or two at Liedenberberg Castle, talking with Prince Philip and jM. Lecomte, though a friend of Prince Philip asserted that they only talked about art and French literature
