LONDON, June 7 In the House of Commons the Secre tary of Stale for India (Mr John Mor ley), iv discussing the disorders in India and the stories circulated by a section of the native Press as to the British being responsible for the plague through having poisoned the welLs, upheld coercion under the existing regulations in lieu of prosecutions which only served to advertise the agitators. "The Times'" Simla correspondent says the sedition is restricted to the educated middle class. Tne agitators are systematically canvassing the villages and are trying to capture tne sympathy of the native army. There is, however, according to this autaority, no indication that the army is coquetting with the movement. The agi.ators, he add?, did not anticipate Mr Morley's strength and purpose. The consequence is that some of the agitators now suggest a three months'

incubation period lor fresh schemes. At any ra _ e , says the " Times' " correspondent, the situation displays considerable Gravity.

The English newspapers warmly approve Mr John Moneys speech and action. Sir Henry Cot 1 on, M.P., formerly an administrator in India, disagrees witn tne punisning of Lajpatrai, wuo, he considers, was only a religious agitator, occupying the same position in the Punjab as the Rev. Dr. Clifford does in England.
