The delegates cf the Russian and Poli ish Socialists, who are attending the Congress of Social Democrats at Mannheim, in Germany, created a sensation yesterday by stating that despite martial . law the Russian people in town and. country were already organised, and soon all the workmen would be armed. ! The foundations for a general rising jin Russia, had been laid, and the organ- ; ising of the soldiers had commenced. ! Whole regiments were prepared to supi port the popular demands when the right I moment arrived. The Russians were i thankful for the moral, political, and ! material assistance received from German Socialists.
