Provided that ln no case 6hail the maximum charge for domestic use exceed 5 per cent per ananm. The said Kates to be payable in two equal half-yearly Instalments—the iirst upon the first day of July, 1906, and the second upon the first day of January, 1907, to tfcse Collector appointed by the Council.
