The new Eailway Bill vests the authority in the Chief Commissioner, who will have the help of an Assistant Commissioner of Railways and an Assistant Commissioner of Tramways. Willis, who was arrested some time ago in Natal r on charges connected with land transactions in New South Wales, and extradited, has arrived in Melbourne en. route for Sydney.
