ITALY AND DISARMAMENT.
Approaching England and France. (Received 8.31 a.m.) PARIS, July 3. The Rome correspondent of "X«e Matin" states that Signor Tittoni (the Italian Foreign Minister) has approached Great Britain and France with a suggestion to arrange with Germany and Austria for the gradual reduction of armaments. . [Italy is terribly burdened by the upkeep of her army, the constant increase of which is compelled by her adhesion to the Triple Alliance. She more than any of the Great Powers is anxious to cry a halt in ever-increasing military expenditure. ],
