The semi-official papers state that Great Britain- and Russia are on the eve of a treaty for the safeguarding of the present Asiatic-posstjssiong of both countries, and also regulating the position of both in Persia. The German newspapers are alarmed at the appearance of "entirely new constellations in Europe."
