SOUTH AFRICAN CONSTITUTIONS.
LONDON. May 16. The committee headed by Sir West Ridgeway, appointed in March to visit South Africa and advise the Government on the new Constitution for the Transvaal and Orange River Colony, especially in reference to the franchise, bas completed its labours in the Transvaal. 11 is understood the elections in the two colonies will take place in December.
