A WARM DEBATE.

Mr John Stallworthy was in the chair. There were also present: Messrs Atkinson, Bas- - sett, Charlesen, Downs, Kelly, Moore, [ arid Trounson. The minutes of the previous meeting . were amended and approved' on the '■ motion of the chairman. ilr H. Hammond, arehite\it, attended . ■with the plans of the feniafo 1 lavatory, ; to be erected out of the vote of last '■ session. He explained that he had. followed the lead of the Department, ' as shown by their plan, as nearly asypossible, although his personal opiitions differed in some details. It was re- • : solved, on the motion of the chairman and Mr Kelly, that the plans be apy proved by the trustees and forwarded on to the Inspector-General for his ap- j proval. l The Inspector-General returned Mr ] Hammond's plans of drainage scheme, j and expressed his approval of the same. ' The chairman moved, and Mr Downs 1 seconded, "That Mr Hammond he i asked to invite tenders for the work, J returnable at the next meeting of trus- ] tees." Carried. j . The secretary's. report showed 389 . j members, of whom 114 were unfinancial. Six new members were, admitted during J the . month.. The receipts . for the ~ month were:—Subscriptions, £37 16/6; "■ patients' fees, £3G 17/; SLAJT. and 0. .. Aid Board, balance oi . deficiency for < jyeat 1905-06, £53 10/: drugs sold, 7/; J balance previous month, £51 3/6; total, £179 14/. Cheques issued during , month, £92 6/7,. leaving a balance of j £87 7/5. The accounts presented for ! payment amounted to £38 4/2. The finance committee reported that they had examined the secretary's statement ' and found it correct. They reeom--1 mended that the six new members be [accepted; that an account,he rendered [to the -Hobson County Council for : j maintenance of patients admitted to , •the hospital on the order of councillors; ..that the accounts presented he passed \ for payment as funds are available. . The reports of the finance committee and of the secretary were .adopted... It was resolved that the amount of £4 10/, charged to Dr. Collins ou account of Alfred Schick,. he- struck off • the doctor's list and charged direct to . Mr Schick. Dr. Collins wrote asking for payment of his salary. It was resolved, £ on the motion of Messrs Downs and ,i Trounson, "That Dr. Collins be asked 1 to supply the trustees with the dates 1 of his departure and his return on his ' last three absences from duty, and < that legal opinion be taken as to the amounts due to and from the doctor." Mr Downs gave the trustees an outline of -wh_t had been done at the meeting of the W.AJEL and C.A. Board oii the previous Wednesday. The letter written by the chairman to the- _Je\v Zealand Drug Company- in ■ 1903 -was read by the chairman, - who „ asked whether anyone had a motion ; to move. Mr Atkinson said he,, saw ■< no reason why the trustees should not work harmoniously together, and in order to quietly end the matter, he would move, "That the trustees are satisfied that subsidies were received on discounts, with the knowledge of the chairman, but that in future no subsidies shall be claimed on counts."—Mr. Charleson objected to the resolution in so far as it was aimed directly at the chairman in support- of an unworthy attack that had been i_a"_.e f upon him. The chairman said he failed to see any need ior the resolution. Dr. Collins had at ".a private meeting made unfounded charges. If there was to be any finding upon them he should first be asked to answer them, and the old trustees, could be called as witnesses. Other trustees had admitted their knowledge of What had been done. Mr. Bassett said the old trustees he had spoken to said they did not know. The chairman had admitted his know- 1 ledge. He seconded tbe motion. Mr. Charleson spoko strongly in opposition to the wording of the motion, and denied the allegation made by the doctor at tbe hole and corner meeting. The chairman said that Mr. Hammond* whom Mr. Bassett had named, was not a trustee at the time Messrs. Kempthorne's letter was received. Mr. Atkinson said he had spoken to Mr. Nisbet, who was a trustee, and- he had said" he knew all about it. He agreed to alter his motion to read: "That the trustes are satisfied that subsidies were, received on discounts, with the krtow-; ledge of the chairman and the then ex-; isting trustees,..and will- place on record as a direction to the secretary that in -future subsidy be claimed only on those : moneys on which it is lawful to claim." Mr. Kelly moved as an amendment: "That the matter be allowed to drop, as the whole proceeding, has been informal, and if any person has a change to make' it must be done in the proper place and-manner." Mr. Charleson seconded. The amendment was lost, and the -motion was carried,-the voting being.: .For • the motion—Messrs, -Bassett," Trounson, Downs, Moore, and Atkinson; against-— Messrs. Charleson, Kelly, and the chairman. The'chairman said he put no value on the motion. He had appealed to a pub- . lie meeting, at which some of the old trustees .were present; also a 'very large : majority of those who had elected "the , present trustees, and he had received the unanimous support of the meeting as against the doctor and those acting with , him. What "the four or five persons present might; say was of no consequence to him. Mr. Bassett asked by what right the chairman had called a meeting Of the subscribers to consider matters which were still undecided by-the trustees. - The chairman said he had acted on his authority as chairman, and by legal and moral right- ....'". .
