He believes ; the j transfer of the' State debts to the Com- j monwealth vvould be well received in j financial in which it is considered ; that as existing stocks mature they J ought to;, be repaidVwith Commonwealth I consols. It would be-undesirablei to j attempt conversion prior to maturity; until the new stock, is firmly established and-, popular. ... The financiers' believe j that the consols ultimately would Command a higher.:, price? than State stock, conversion on terms ./ fayqurableto the Commonwealth being possible later: • A • favourabley opportunity, forestabUshing the -consols would be when: a considerable amount of State stock is maturing. Sir John Forrest considers, that the Commonwealth should as soon as possible take, oyer the State debts, and "he is confident that the. conversion into consols . would-. secure ' a, . considerable saving in interest.
