LONDON, April 16. The telegram of the Kaiser to Count Goluchowski, Austrian Minister for i Foreign Affairs, thanking him for Aus-! tria's support at the Moroccan Confer- : enee, is being widely dscussed. "The Times" says the Kaisers remarkable telegram was intended as a sharp lesson for Italy, and its aspect of menace and reproof are most significant. The German newspapers express dis-, approval of the telegram. The "Frankfurter Zeitung" says the Triple .4 ffiance already has gone to pieces. The Austrian newspapers mats the i comment that the malice in the telegram | is clearly intended for Italy, yet the j Kaiser ha= rendered Count GoluehowsJri ' a signal disservice. ' The abstention of Germany from any official condolence on account of the j disaster at Vesuvius, and the absence of ' assistance for the sufferers from that ' country, are much commented on in I Italy, and are attributed to the Kaiser's ! soreness over Italy's attitude at the Mo- j roccan Conference. The Emperor Francis Joseph has sent ; a message of condolence to Kfng Victor : Emanuel on the losses through the erup- | tion, together with a personal sift of: £400 to the relief fund.
