BUELOW AND DEMOCRACY.
BERLIN, February 9. Prince yon Buelow. in an address to the Agricultural Council yesterday, said the noblest task of Government was to strengthen the hands of the peasants against Social Democracy. So long as the peasants were comfortably settled on their own holdings Social Democracy would not be dominant from the Baltic to the Alps. ' The American House of Representatives, by 346 to 7, has passed the Hepburn Railroad Kate BiU, which empowers the Inter-State Commerce Commission to fix a just maximum rate for a period of three years, unless it is set. aside by the courts or the commission. After a very heated debate in the Lower House of the Japanese Diet, a proposal to ruake the war taxes a permanent levy has been carried by 222 votes to 125. Renter's correspondent at Rome says that in the new Ministry Baron Sonnino (Preraiei) is to be Minister for the Interior: Count Guicoiardine. Minister for Foreign Affairs; General Maisconi, Minister for War; and Admiral Mirabello, Minister for Marine.
