(Received 10.25 a_m.) SYDNEY, this day. The report of the Navigation Commis- ! sion is likely to be ready to be presented Jto the Governor-General next week. It is understood that by a majority of one the Commission affirmed tho principle of preference to British seamen, and the carriage of British goods in British bottoms.
