Two main points of importance are Teached in torday'a news—the most critical situation in the Baltic provinces and a definite udherstanditig between the strikers and the army in Manchuria. With regard to the former the most sensational developments have occurred* at Riga, where the Government builjiings and railways have been destroyed, leaving communications with St. Petersburg to be maintained by torpedo-boats. Severe fighting, which is as yet todecisive, is in progress. Further items show the growth of the revolutionary movement in other quarters.
