TURKEY AND POWERS.
A SENSATIONAL REPLY. POSSIBLE MASSACRE OF FOREIGNERS. (By Cable.—Press Association.—Copyright.) LONDON, November 25. The final reply of the Sultan of Turkey, ta the Powers is to the effect that ii they persist in their demands and resort to coercion the Porte cannot assume responsibility for events, and for the consequences of discontent among Mahommedans that will arise. Moslem opinion, Iβ say 3, will be justly incensed at the attacks on the Empire's rights. Correspondents state that the Sultan's veiled threat regarding the disorders in Turkey, which may follow the naval demonstration, and which is taken to mean that there may be massacres of foreigner in Turkey, has aroused great indignation in diplomatic circles. ' It is send-officially reported in Vienna that awing to the character of the Sultatfs reply to the Powers the solution of the difficulty will rest with the operations d the warships. The Powers have warned Bulgaria, Serria and Greece to remain neutral and passive during the demonstration. The German Government claims that "Baron yon Bieberstein. German Ambassador at Constantinople, has again urged tiie Sultan to yield to the Powers.
