THE EXODUS FROM ODESSA.

STL PETERSBURG, November 17.

A ukase has been issued expressing tbe Czar's gratitude to the troops at Odessn for their exemplary conduct during the recent disturbances.

This ukase is regarded as a cruel mockery and an omen of fresh outbreaks, though the new Prefect of Police says he is able to guarantee the maintenance of order in tlie city and protection to Jews and foreigners.

Since the massacres 22.000 foreign passports have been issued at Odessa.
